Farm Equipment
Tractors, trailers used for transporting farm products or a vehicle designed for agricultural use and only incidentally operated or moved on a highway.
Road Machinery
Road rollers, power sweepers or other road machinery that is temporarily operated or moved on a highway.
Special Provisions
An owner that is permitted to operate a vehicle under special provisions relating to lien holders, manufacturers, dealers and nonresidents.
Mining Operations
Equipment that is used for mining operations, either motorized or non-motorized that is incidentally operated or moved on a highway.
Towed Vehicles
A motor vehicle that is being towed by a licensed tow truck.

Off Road All-terrain and Recreational Vehicles
Exempt if operating on a dirt road that is located in an unincorporated area of the State.
Golf Carts
Exempt if used on a golf course and only incidentally operated or moved on a highway.
Other Wheeled Equipment
Also exempt are compressors, forklifts or hay squeeze machine designed to load hay in an off-road situation, portable cement mixers, single axle tow dolly, tar pots, water trailers for agricultural or domestic purposes, welders.
Construction and Building Trades
Backhoes, forklifts, front-end loaders, grading tractors.

Background On Changes to Registration Requirements
A memo issued by the Arizona Department of Transportation, Motor Vehicle Division dated September 5, 2012, outlined the policy changes that affect vehicles that are exempt from registration, and clarified requirements for a title only transaction.
Title 28, Chapter 7 states that “every motor vehicle, trailer or semitrailer that is operated, moved or left standing on any highway in the State must be registered for the current year.”
